An isolated urethritis practically does not occur in women. The urethra is so short that inflammation almost inevitably ascends into the bladder. Therefore, I would not consider this possibility.
Based on your history with multiple antibiotics, the suspicion is high that it is a fungal infection. Alternatively, mechanical irritations or an infection by bacteria or viruses could also be possible, but with significantly lower probability.
