Rental income in Germany, residence in the EU.

Hello,
First, I will briefly describe my situation:
- I am a non-EU citizen (from Colombia).
- I have worked in a research institute in Germany for 5.5 years and have paid taxes regularly.
- I will start a new job at an international organization based in Portugal in mid-March. I will also permanently reside there. This organization has a tax exemption agreement, so I will not have to pay income taxes in Portugal.
- I am a 50% owner of an apartment in Berlin that we plan to rent out starting in April 2012 (my net rental income will be at most 3000 euros per year).
I have the following questions:
a) Do I need to pay taxes on this rental income in Germany at all?
b) If yes, what is the procedure for this if I am no longer in the German tax system?
c) Do I need to consider anything special?

Thank you for your inquiry, which I would like to answer based on the information you provided and considering your involvement in a limited tax liability framework for initial consultation as follows:
You earn income from renting and leasing in Germany within the scope of limited tax liability, as income within the meaning of § 49 EStG is present.
Since you are 50% involved in a property partnership, this income is determined within the framework of a unified and separate determination. The share attributable to you then represents the income from renting and leasing.
You must submit an income tax return for this share.
The income tax is calculated (regardless of your marital status) according to the basic table, with the particularity that you must add the basic allowance of currently 8,004 euros to the income from renting and leasing, and then read the corresponding tax amount from the income tax basic table.
