Hello,
an unknown person from the USA has sent me a package. I had to pick it up at the customs office and open it under supervision (I told the customs officer that I don't know the sender, he said I should 'just open it for now').
This revealed 'prescription drugs'. A fine procedure has now been initiated, and I am supposed to respond within 14 days.
Administrative offense according to §97 para 2 Art 8 in conjunction with §73 para 1 AMG
What should I reply to them now? If I make a false statement about the person, it could result in a fine of 1000 euros. The whole case could be punished with a fine of up to 25,000 euros according to §97...

First of all, you should remain calm. Additionally, you should promptly engage a colleague experienced in criminal law/traffic law to represent your legal interests on-site.
Next, you should promptly request access to the files to see the overall situation.
Subsequently, the further defense strategy should be based on this. If you actually do not know the sender and there is no provable connection between you and the sender, you should not actually have anything to fear. In that case, you would not have had the intent to import drugs.
Until you have coordinated your statement with a lawyer, you should definitely not respond to the allegations on your own.
