An anonymous administrative offense report created with a word processing system under a false name and sent to the regulatory office without a handwritten signature.
Is this illegal and does it count as forgery of documents?

Thank you for your inquiry.
A document within the meaning of § 267 of the Criminal Code does not have to have a handwritten signature. It is sufficient if an issuer can be clearly identified based on the name given, for example in the header or below the advertisement.
If the person named as the issuer of the advertisement did not actually write the advertisement, but another person falsely created the document with a false issuer to deceive in legal transactions, one will have to assume completed document forgery.
