The following is written on a note that is posted in our hallway.
"To all residents of the house at Volkesberg 24/24a
An important message
As we have learned through a letter from the city of Duisburg, someone with very good knowledge of the local circumstances in the house at Volkesberg 24/24a has submitted a complaint to the city of Duisburg's regulatory office on our behalf about a resident of the house at Volkesberg 24. Since our name has been misused for this purpose, which is a punishable offense, we will file a report."
It seems like someone was quite upset.
There are 12 parties in our building, will we all be reported now? It could have been anyone, even visitors, other neighbors, etc.

With 12 parties in the building, of which not even necessarily one of them had to be the perpetrator, there is a lack of initial suspicion when filing a report against one or all of these parties, and no investigations would be initiated.
It is more likely that a report will be filed against unknown persons.
During the course of the investigations, it is not ruled out that you, as well as the other parties, may be invited for a conversation by the police or prosecutor, or be asked questions in writing. You do not have to answer in that case. If you are unsure about the matter or have concerns about incriminating yourself, you should hire a lawyer who can review the case file and develop a suitable strategy.
