skin tumors

Hello, I have the following problem: my mother lives abroad and is quite desperate because the doctors there cannot help her, so I am trying this way.
Age 73 Female Diabetes Overweight and she has already had her knee joints filled with gel several times (unsuccessfully).
Her skin below the knee joint to the ankle is hardened with redness, discoloration, and numerous masses of blisters that secrete fluid when ruptured.
Please help, as she can no longer travel by plane.
Thank you very much.

It seems like a complicated case of lymphedema. The options are very limited. One can flush out with water tablets like Furosemide and it is important to wrap elastically so that the skin does not get damaged.
