Submission via Elster

Last year I submitted my tax return via Elster as usual. The tax office initially imposed fines on me. Then I informed them that I had submitted it via Elster and it was cancelled.
Now I had to submit my parents' tax return by 21.10.2010. I also submitted it via Elster on 21.10.2010 and handed in the printout and copies of the tax return to the tax office.
Now the tax office says that it is not possible via Elster, they did not receive the copies of the tax return, and they have imposed fines of 450 EUR for income tax, VAT, and trade tax. Then what is Elster needed for? Why did it work last year? I need urgent help.

Thank you for your inquiry, which I would like to answer based on the information provided and in the context of your efforts in the initial consultation as follows:
The imposition of fines represents an administrative act. You must lodge an objection against these administrative acts and request the suspension of the enforcement of the fines. In your objection letter, you refer to the transfer protocol and send a copy of this protocol to the tax office. Since you have done everything required, the fines must be lifted, as the tax returns are already in the possession of the tax office. Additionally, you can resubmit the tax returns, signed by your parents, to the tax office in paper form.
