12 years ago, I had to surrender my driver's license because I caused an accident under the influence of alcohol and left the scene. Since my lawyer at the time was not good and he filed an objection, I was without a driver's license for 2 years due to the long objection period and did not try to get it back. Now my question is whether I can apply for a new or reissued driver's license, or if I have to start from scratch, and whether I also have to take an idiot test or if that is already expired.

If your driver's license has been revoked, you do indeed need to apply for a new driver's license. You can do this at the driver's license office in your municipality or at the district office. A MPU (Medical Psychological Examination) may be required of you, but it is not mandatory. Since you lost your driver's license due to alcohol-related issues and a criminal offense, it is possible that you will need to participate in a MPU. However, this will be communicated to you when you submit your application. When applying, you will also need to provide a passport photo and proof of completion of a first aid course. Whether you need to take a driving test again is a case-by-case question. The driver's license authority may require this if they have reason to believe that you no longer have the ability to operate a vehicle in traffic. Since you have not been allowed to drive for twelve years, it cannot be ruled out that you will be asked to take a driving test.
