Restrictions against dual citizenship

I was born in Germany in 1999 as the son of Russian citizens. In 2007, I was naturalized under §8 of the Nationality Act. With a requirement to renounce Russian citizenship after turning 18. On 20.12.2014, the Second Law amending the Nationality Act came into force, which re-regulates the option rule for children born in Germany to foreign parents. I was sure that the requirement from 2007 was no longer valid for me, as I was not only born but also raised in Germany.

Now I received a letter from the government of Upper Bavaria to fulfill this requirement. Is it legitimate? What can be done about it?

P.S.: I was actually sure that the authorities had made a mistake. But now I see that this obligation in §29 refers to naturalization under §4. In my case, it was §8. Is that perhaps the basis of the authorities' decision? Can it be turned around like that? It seems like a trick to me.
