Length of stay in Germany with a temporary settlement permit

My Mexican husband received a first-time settlement permit at the end of November 2015 as part of a family reunification for three years. How long does he need to stay in Germany each year at least so that the immigration office can assume that our marriage is being lived here? Does this period apply per calendar year or from the day the permit was issued?

We have two problems:
First, my husband is a freelance musician and due to his level of popularity in his home country, he performs several concerts there every year. The ensemble requires his participation, and of course, he cannot fly to Mexico for every single concert. Instead, he tries to be in Mexico for several weeks, then back here. More frequent flights would be our financial ruin. Whenever he is here, he attends German courses at the adult education center, has already completed all A-level courses, and plays music alone or in a group.
Furthermore, during his stays in his home country, my husband takes care of his demented 86-year-old mother, as all his siblings are still working, and the next generation is studying...
His return home is eagerly awaited by all, as he is urgently needed as a caregiver. Without him, there is chaos.
Is it possible to apply for a special permission at the immigration office, and if so, how should it be formulated? Do you need an appointment to speak there, or is written form sufficient? By how many days can the residency requirement be shortened at most? What documents are needed for an application? How long does the processing take? Is it possible to speak there without an appointment? Or would it be enough if he re-enters after a three-month stay from April to June 2015, then at the latest after six months, so in December, to not lose his status? I found this clause on the internet, but I am not sure if it applies to him.
