No muscle building

Hello,
I am 17 years old and have been actively doing weightlifting for 3 years and competitive swimming for 6 years.
My problem is that I am not building any muscles at all, and I look like I don't even go to the gym.
Even though I have a great training plan and I train with a high protein diet.
Another issue is that I can't seem to reduce my body fat.
So, I am unable to build muscles or lose fat.
If I can't train for a week due to illness, my muscles also start to break down.
I take Topiramate as a medication for my epilepsy.
And the following supplements:
- 3 protein shakes a day
- Keratin
- BCAA
- L-Glutamine
- Zinc
- Magnesium
- Vitamin B6
