Taxation of purchase price reimbursement for job ticket

Job ticket (public sector) had to be paid for 1 year in advance, canceled by me after 7 months, purchase price was refunded for 5 months. According to the State Office for Finance, I now have to pay income tax for this refund of the purchase price. Do you really have to pay income tax for this refund?

From my point of view, the taxation is correct. Subsidies for a job ticket from the employer are generally (again) tax-free. However, if you cancel the job ticket and the employer reimburses you the amount, the reimbursement amount is subject to income tax, because the requirement that you use public transportation to get to work is no longer met.
