ALG II as a type of income for the reference turnover when applying for start-up assistance?

When applying for the Neustarthilfe Plus for the 2nd quarter, the year 2021 was stated as the reference period and an EÜR was submitted to the Thüringische Landesbank.
Now they request 1) the income tax return for the relevant year and 2) information and evidence of income from ALG II. If the latter make up more than 51% of the total revenue, no assistance will be granted.
Now here are my questions:
1) Is it lawful to request the income tax return even though the deadline has not yet passed? The information in it would be the same as the previous information and the EÜR; however, it has not been submitted yet.
2) Is it legitimate to add income from ALG II to the reference revenue? These incomes were not stated in the application for Neustarthilfe Plus, and they also do not appear in the income tax return. No applications for (coronavirus-related) emergency aid were made in 2021.
3) If question 2) is answered with yes, is it then possible to declare previously unreported revenues from abroad so that the support from ALG II remains below 51%?
4) If question 3) is answered with yes, does the coverage of social security contributions by the job center count as income from ALG II? (Unfortunately, it has not been clarified how these are calculated.) Or do only the "assistance for the ongoing subsistence" and the "housing costs" count as the theoretically estimated income by the Landesbank?
