Embezzlement? Contract fraud?

Hello :-)

I have the following problem.
Some time ago, I gave a workshop in my area the order to make my car roadworthy so that it passes the TÜV and AU tests.
After that, the car (an Audi) was supposed to be sold for 2500 euros.
After not hearing anything for a while, I went to the workshop to inquire.
There I found out that the car had already been sold and was already being used by the new owner. I was supposed to receive 1500 euros and then be done with everything.
Of course, I objected to this and wanted the vehicle back.
After 4 weeks, this has now happened - on this occasion, I was presented with a bill for almost seven hundred euros, even though we had agreed on 400 euros.
The bill also includes a set of wheels + installation, which I did not authorize.
Now my question is:
Can I withhold the money for this service?
What about the wear and tear on the vehicle (several hundred kilometers)?
Is it allowed to withhold my vehicle registration document if I do not pay everything?
