Puncture after hernia surgery

Status post hernia operation in the abdominal area, implantation of a mesh. Symptom: a 4.2 cm high layer of tissue fluid that is not being absorbed by the body almost 3 months after the surgery, despite wearing an abdominal binder. What could be the cause of this?
One possible solution could be a puncture procedure under antibiotic therapy and compression therapy. What is the risk of mesh infection with a puncture? Is there a less risky alternative? Is it possible that something was left behind or overlooked during the surgery in my body?

Is it a inguinal hernia?
Where is the hernia? In the subcutaneous fat tissue? Above or below the muscle layer? Under the peritoneum, so in the abdominal cavity?
