Withholding tax

Hello,

I am Greek and live in Greece. In 2019, I worked in Denmark on behalf of a German company.

During my employment, the German company deducted taxes from my salary and paid them to the German state. At the end of the year, the German company issued me a statement of earnings, showing the total amount that was withheld and paid to the German state.

I then filed my tax return in Germany. The German tax office responded that they could not assess my tax return because my place of work was in Denmark and I could not claim back the tax withheld from my salary.
The tax office's response is correct, as per the agreement to avoid double taxation between Greece and Germany, these earnings are not taxed in Germany since my work took place in a country other than Germany.

I would like to inquire about how to reclaim the tax that was withheld from my salary and paid to the German state. What steps should I follow? Which service should I contact? Which forms should I fill out?
