Local allowance/competition case

Hello,
I have been employed in the public sector for almost 25 years and have 3 children. On October 1st, 2005, the BAT was replaced by the TvÖD. Since then, no local allowance is paid. However, a child allowance is paid.
My wife is also employed, but not in the public sector, but at a church employer. She receives a local allowance, which consists of a basic local allowance and a married component.
My question is:
Shouldn't my wife receive a higher local allowance than the basic amount?
