Dyspnea

My mother-in-law suffers from heart failure, a tricuspid valve defect, and is also partially bradycardic but sometimes tachycardic. She now often experiences shortness of breath. My siblings have advised her to breathe into a bag, as it allows for more carbon dioxide to be taken in. I cannot imagine that this is the correct course of action. My specific question is, in cases of dyspnea such as hyperventilation, is it advisable to breathe into a bag?
